DataMeet organised the first OpenDataCamp in Delhi [[odcdelhi2014 | last year]] to create a discussion and sharing space for people involved in opening up and working with government and non-government data. This year's Camp will focus on advancing these conversations, especially towards discussing and articulating how the open data agenda should be integrated into the [[http://digitalindia.gov.in/ | Digital India]] initiative, the flagship programme of the Government of India to harness the possibilities of information technologies for accountable governance, effective citizenship, and a productive and job-creating digital economy. Recent international processes towards better global availability of interoperable and comparable data, such as the [[http://www.undatarevolution.org/ | Data Revolution for Sustainable Development]] initiative of UN and the [[http://opendatacharter.net/ | International Open Data Charter]] introduced by the Open Data Working Group of Open Government Partnership, will provide the wider context for our discussions. The first half (before lunch) of the OpenDataCamp will feature keynote address and panel discussions exploring what roles should open (government) data play in the Digital India initiative, and vice versa. We must note here that the open data agenda has already been integrated into the Digital India programme by rechristening the [[https://data.gov.in/ | Open Government Data Platform of India]] as 'a digital India initiative'. The second half (after lunch) of the Camp will begin with a Show and Tell session for participants to briefly share their thoughts and ongoing/finished engagements with open data. This will be followed by a collaborative writing sprint to develop a community statement on an open data agenda for the Digital India initiative. He is a geographer and has a Masters in Technology in Remote Sensing with an overall Industry experience (e-Governance) of 7 years. Since last 4 years he has been associated with the 'e-Panchayat' Mission Mode Project of Government of India. His specific expertise lies in envisaging technological solutions (using space technology) for the rural India and thereby simplifying the governance process. His objective is to use the knowledge gained over the years for the benefit of the community through current actions. He is associated directly with various kinds of e-Governance activities (both with Central and State Government/s). Previously she has worked with the Worldwide Web Foundation on coordiating research on open data impact as part of the Open Data in Developing Countries Project and Open Data Barometer. She has been working on issues on transparency and Accountability in governance with several non-profits such as ActionAid, Oxfam, the Right to Food and Right to Information Movement. She is also the co-creator of the web-based project [[http://genderinpolitics.org/ | Gender in Politics]]: a project that tracks women in politics and governance. Bhanupriya will talk about the role of open data and strategies for integration within e-governance programs for monitoring governance accountability and use by citizens to hold their governments to account and build data driven campaigns. ==== Dr. Biplav Srivastava ==== [[http://researcher.watson.ibm.com/researcher/view.php?person=in-sbiplav|Dr. Biplav Srivastava]], a Senior Researcher and Master Inventor, IBM Research and an ACM Distinguished Scientist and Distinguished Speaker, is based out of New Delhi, India. His research deals with enabling people to make rational decisions despite real world complexities of poor data, changing goals and limited resources. His expertise is in Artificial Intelligence, Services and Sustainability, and has over 20 years of experience, primarily in research, working with collaborators, customers, governments and universities around the world, resulting in many science firsts and commercial innovations, 100+ papers and 35+ US patents issued. Rai]] is the Honourable Member of Parliament (LS) from Sikkim. He is a member of the [[http://en.wikipedia.org/wiki/Sikkim_Democratic_Front | Sikkim Democratic Front (SDF)]] party. In the 2009 and 2014 elections, he was elected to the Lok Sabha from the Sikkim constituency of Sikkim, India. He has the distinction of being the first Member of Parliament with degrees from both Indian Institutes of Technology (Kanpur) and Indian Institutes of Management (Ahemdabad). He is also a former Eisenhower Fellow (2000) from India. He is a former Deputy Chairman of the State Planning Commission, Govt. of Sikkim, and has also chaired the Sikkim Industrial Development and Investment Corporation. It is primarily a civic minded group that believe data and technology can be harnessed to better the living conditions of citizens. This includes looking at how to make data open so as to realise its potential to ensure accountability and transparency, and improve policies and implementation of projects across private and civic organisations, and government. === What is an Unconference? === An unconference is an event that is not as structured or curated like a regular conference.
